Constitution & By-laws established 2007

 

 

Article 1                      Name and Purpose

 

            Section 1          The name of this league is the MIDWEST Youth Sports.

 

            Section 2          The purpose of the MIDWEST is to educate our youth, in the area

of organized sports where they will participate in competitive fair sportsmanship.  We will help our youth to nourish mental, moral and personal growth; while teaching good sportsmanship, ethics, and the importance of education.

 

Article 2                      Membership

           

            Section 1         New Membership Criteria

                                   

A.                 New Members are required to meet the current year MIDWEST New Membership Criteria. (Please refer to current year MIDWEST New Membership Criteria.)

 

            Section 2         New Member Applications

                                   

A.                 New Members must submit a MIDWEST  New Membership Application.  They must present their credentials at a MIDWEST Meeting where a quorum (as described in Article 3, Section 10 of this document) is present.  An investigation of this new member will be conducted and completed within two (2) weeks from the date of the acceptance of the letter of intent.  Once the investigation has been completed, and it has been confirmed that they meet the new membership criteria, a special meeting will be called to review the findings of the investigation and to vote on the potential member.  Additionally, all new members must have a minimum of three (3) football teams and two (2) cheerleading squads to be accepted into the MIDWEST league.

 

B.                 New Members for the 2008 season will be grandfathered into the MIDWEST.  New Members after the 2008 will be on a ONE (1)-league season Probation period.  New members after the 2008 season will not have any voting privileges during their probationary period.  At the end of the probation period, a vote shall be taken to approve or disapprove full league membership.

C.                 A $50.00 check or money order must be presented with the league application.  This will not be applied to league fees if your organization is accepted into the league and you field a team.  If the application is rejected by the MIDWEST the $50.00 will be refunded to the team making application.  If the team making application withdraws their application then the $50.00 is non-refundable.

 

Section 3          Expulsion of Member Organization, Coaches, and Players

 

A.                 Automatic Expulsion

 

1.      Non-payment of League Fees by the Specified Date set by the Advisory Committee.

 

B.                 Expulsion by Membership Vote:

The procedure for expulsion by a vote of the membership must be initiated by a written petition of non-adherence to the MIDWEST Constitution, By-laws and/or rules of the, MIDWEST and/or the Ohio High School Athletic Association.

            The Written petition must be from the league

            Representative and contain the following:

1.                  Name of the organization filing the petition with a check of $25.00 (* This $25.00 is Organization cost to set up the meeting)

2.                  Name of organization the filing is against.

3.                  Specific statement of alleged infraction that must reference the MIDWEST Constitution and By-laws and/or rules of the MIDWEST and/or rules of the Ohio High School Athletic Association.

 

The Advisory Committee must be notified within 24 hours of the alleged infraction with the intent to file a petition.  If the petition is not filed within 72 hours of the alleged infraction, the petition will not be accepted.

 

The Advisory Committee will hold a meeting with the two organizations within 72 hours of receiving the petition.

 

After reviewing the alleged infraction (s) with the two organizations, The Advisory Committee will either reject the petition as presented or resolve the charges with the two organizations.

An action to EXPEL the offending organization requires 2/3 Advisory Committee.

 

Any other action relative to the petition will require a majority vote of The Advisory Committee.

 

Section 4  Code Of Conduct (player, non player participants, non player)

 

The Advisory Committee shall be responsible for initiating correction (s) for any misconduct and/or unsportsmanlike behavior.  No player, non-player participant, coach, assistant coach, trainer, spectator shall act in an unsportsmanlike manner before, during, or after all MIDWEST functions.

 

Examples of misconduct/unsportsmanlike behavior are, but not limited to (refer to The Ohio High School Athletic Association rule book):

 

A.     Baiting or taunting acts or word or insignia worn, which   endangers ill will.  This includes any form of taunting which is intended or designed to embarrass, ridicule or demean others under any circumstanced including on the bias of race, religion, gender, or national origin.        

B.     Using profanity, insulting, or vulgar language or gestures.

C.     Any delayed excessive or prolonged act by which a player, non- player participant, coach, non-player, spectator, attempts to focus attention upon himself/herself.

D.     Using tobacco or smokeless tobacco for players, and coaches

E.      Use of alcohol.

F.      Use of illicit or illegal drugs.

G.     Any item that a majority vote of the MIDWEST Advisory Committee deems detrimental to the operation of the MIDWEST.

 

FIRST OFENSE:  If a player, coach, assistant coach, entire team, substitute, Trainer, or any other team assistant, spectator, or visitor violates the MIDWEST/OHSAA code of conduct, the offender is suspended from the rest of the game the infraction occurred and must leave the premises.  Offender is also suspended from the next scheduled League event regular or special and is not permitted on the premises.

SECOND OFFENSE:  If the a player, coach, assistant coach, entire team, substitute, trainer, or any other team assistant, spectator, or visitor violates the MIDWEST/OHSAA code of conduct for the ANOTHER infraction, the offender is suspended for the rest of the game infraction occurred and must leave the premises.  Offender is also suspended from the next two (2) scheduled league event regular or special and is not permitted on the premises.  A $50.00 fine to the offender’s organization in the offender’s name and one (1) week automatic suspension for the head coach.

 

THIRD OFFENSE:  If the a player, coach, assistant coach, entire team, substitute, trainer, or any other team assistant, spectator, or visitor violates the MIDWEST/OHSAA code of conduct for ANOTHER infraction, the offender shall be expelled from participating in any remain regular/post season play.  Eligibility for any future involvement with a MIDWEST organization will be prohibited.  A $100.00 fine to the organization in the offender’s name.  That organization will be on a one (1) calendar year probation from the date of the infraction.

 

            If a violation of the code of conduct is made a member of the Advisory

Committee, or the game officials must fill out a Code of Conduct Violation form and turn it into the Secretary within 24 hours of the violation for record keeping.

                                 

            D.        Reporting

 

The game Officials, members of the league, or Advisory Committee members shall report within 24 hours of any violations of these rules to The MIDWEST Commissioner.

 

Section 5          Membership Body

                       

                        A commitment fee of $50.00 per team that is nonrefundable will be

                        Accessed to each Organization payable by the scheduled meeting month

                        Set by the Advisory Committee as the Commitment Fee Due date.

 

Each member of the MIDWEST league will pay a fee per team in the amount Determined by the MIDWEST BOARD and made known to the membership Body by the May meeting.  The Advisory Committee will make the Determination when the League Fees are due.

                        The Treasurer will have a TENATIVE Budget to present to the Full

                        Membership by the May meeting:

 

                        Fees cover the following:

 

1.                  Officials for League, Preview, Playoff & Championship Games

2.                  League Championship Trophies and medals

3.                  League Administration Costs.

 

 

Section 6          Fines

                       

                        So long as an organization has outstanding fines, that organization looses

                        All voting privileges until all FINES are paid in full.  All outstanding fines

                        Must be paid within 5 days of the occurrence prior to participating in

                        Competitions, play-offs and championship games, or the next scheduled           

                        Event.  This applies to cheerleading/drill team and football.

 

                        All fines must be paid to the Treasurer within 5 days of the occurrence to

                        Remain in good standing with the MIDWEST league.

 

 

Article 3          Government

                       

                        Section 1          All decisions pertaining to the function and operation of the

                                                MIDWEST football/ cheerleading league shall be decided by a majority vote of the Advisory Committee Members in                                                                      GOOD standing present at the League meeting which the vote is taken.

 

1.      Good Standing is defined as a member who has all fees and fines current, not on probation or under current suspension, involved in a protest, rules infraction, or expulsion hearing.

 

Section 2          Voting power shall be vested in the Advisory Committee Member from each organization in the league. 

           

1.                  Each eligible member, defines as member

Organizations, will have ONE (1) vote on all

Decisions pertaining to the function and operation of the league.

2.                  Each member organization is allowed 2 members in

Attendance at all MIDWEST league meetings. The Advisory Committee will recognize those 2 members.  Any other parties in attendance from an organization that already has 2 recognized members present will not be recognized by the floor or have voting or speaking privileges during meetings.

 

3.                  All protest appeals must be voted on by the total of

Total members in attendance.

 

Section 3          The MIDWEST football advisory committee will meet   once a month (the third 3rd Monday) and Cheerleading/Drill               Team (the first 1st Monday) or if necessary when there is a special league Meeting called by the Advisory Committee. Regular league meetings are held to conduct league business or in the case of a Special Meeting to determine the sanction (s) according to The Constitution and By-laws.

 

                                                Violations of the above shall be:

 

1.                  If an organizations representative misses a scheduled League meeting, a $25.00 fine will be assessed against the organization.  There will be a 15-minute

Grace Period.  If a representative attends a League Meeting and is beyond the Grace Period a fine of $12.50 will be assessed.

 

Special Meetings called by the Advisory Committee and not attended by the representative per organization a $25.00 fine will be assessed. (The grace Period rule will be in effect for this meeting.)

 

This fine of $25.00/$12.50 must be paid by the next scheduled MIDWEST regular meeting.  Fines not paid, the organization owing the fine will not be permitted to vote on any league matters.

            Section 5          Special League Meetings

                                   

Special league meetings shall be the responsibility of the Advisory Committee.

                                   

                                    There will be no less than 48 hours notice given prior to any 

Special meetings.

 

            Section 6          Constitution Revisions

 

Constitution revisions and/or additions will be presented on or before the FIRST scheduled meeting of each year and voted on by the Advisory Committee Members (1 per organization) on or before the FIRST scheduled meeting of each year.  NO additional constitution revisions and/or changes will be permitted for that year after the meeting that the revisions were voted on.

 

            Section 7          By-law Revisions

                                   

By-law revisions and/or additions will be presented on or before the SECOND scheduled meeting of each year and voted on by the Advisory Committee Members (1 per organization) on or before the THIRD scheduled meeting of each year.  NO additions will be permitted for the year after the meeting that the revisions were voted on.  By-law CHANGES will require two-thirds (2/3) plus ONE majority of the vote to pass.

 

            Section 8          Revisions/Additions

 

Any constitution or By-law revisions and/or additions shall be submitted with enough copies for each Advisory Committee Member.

 

            Section 9          Organizations

 

                                    Any organization involved in protest, rules infraction or expulsion

Hearing shall not have power of motion or vote until the protest, infraction or expulsion hearing is properly concluded.

 

            Section 10        Quorum

 

Fifty-one percent (51%) or more of the total membership shall constitute a quorum.

            Section 11        Advisory Committee (League Representatives)

 

Each organization shall provide two (2) names for The Advisory Committee (primary/alternate) as well as current address, telephone, cell number, e-mail address (where appropriate) that will represent the organization’s concerning league matters.

 

The Secretary will provide the Full Membership with a list of all Advisory Committee Members (primary/alternate) to each member organization.

 

It is the Organization Advisory Committee Members responsibility to keep the Secretary informed of any changes of their organization.

 

The Advisory Committee shall be made up of representatives from each organization.  The Advisory Committee members are to be selected by each member organizations governing body.

 

The Advisory Committee shall be responsible for game officials, fair and proper scheduling of league games, a fair and un-bias interpretation of the rules on all matters not covered by the Constitution, rules and By-laws, and/or The Ohio High School Athletic Association rules.  They shall preside at all league meetings.  In the case of a tie vote the MIDWEST Commissioner will have a tie breaking vote.

 

The Advisory Committee Commissioner will give Floor privileges by recognizing the representative from any organization and that representative will identify his/her self before addressing the membership. 

 

The Advisory Committee shall have the right to investigate any endangering situations that may occur before, during or after any league function to the fans, officials’ coaches and players.

 

An Advisory Committee Member then has right to bring this before the membership with recommendations not already covered by the Constitution and/or By-laws.

            Section 15        Impeachment of Any Advisory Committee Member or League

                                    Representative.

 

If any league Advisory Committee Member does not adhere to the same rules set forth by the MIDWEST football League, charges can be brought forth by any Advisory Committee Member within the guidelines set forth by rules in Section 3B (Expulsion).

 

The Member (s) involved will go before the membership in a special Meeting called by one of the Advisory Committee Members.

 

If an Advisory Committee Member should be impeached, his/her seat must be filled by the alternate from his/her organization.  The organization then must provide another alternate from within that organization by the next scheduled meeting.  Each individual organization is responsible for providing all updated contact information to the Secretary.

 

Article 4          Officers

 

            Section 1          All MIDWEST Advisory Committee Members will be a member

                                    Appointed by their organization each football/cheerleading/drill

                                    Team season. The Midwest Board will consist of the Commissioner, Athletic Directors, Referee Commissioner                                                                           Treasurer and Secretary.                      

 

 

            Section 2          Secretary

 

The Secretary shall keep true and accurate records including but not limited to minutes of all league meeting and proceedings, both regular and special, treasurer reports and incoming/outgoing correspondence.  Minutes will be provided to the MIDWEST membership at the next scheduled meeting.  The Secretary must keep an accurate record of attendance at all meetings, regular and special.  The Secretary must keep an accurate record of all violations of the Code of Conduct, All Special Weigh-in Forms, Challenge Forms, League Applications, and all pertinent documentation pertaining to the league.  A report of all fines must be reported to the Treasurer prior to the next scheduled monthly meeting.

            Section 3          Treasurer

 

The Treasurer is responsible for the collection of all monies and gives a receipt(s) for all monies collected, which shall be deposited in the league bank account within 3-business days of receipt. No less than 2 MIDWEST BOARD members must verify all funds collected at all MIDWEST events on the same day. The Treasurer shall pay out money only as specified in the Constitution and By-laws of the league.  For any outstanding bills or invoices, checks should be written out before the monthly meetings, and approved by the Commissioner. It is also the responsibility of the Treasurer to provide ledgers and reports (both monthly and yearly The Treasurer will have a tentative budget to the full membership by the May meeting (see Article 2 section 5). 

The final budget will be presented to the full membership by the July meeting.  The Treasurer shall be bonded.

 

 

            Section 4          Athletic Director

                                    It is the responsibility of the Athletic Directors to keep accountability and inventory of all sports equipment. Arrange                                                                  field locations and schedules for games.  Organize and assist in all certifications, games, play-offs, championship                                                                    games and tournaments.  Assist in ordering trophies and act as a liaison    between teams.

           

            Section 5          Commissioner

                                   

It is the responsibility of the Commissioner to keep the meetings on task.  The Commissioner will give floor privileges by recognizing the representative from any organization.  The Commissioner is responsible for compiling an agenda for each monthly meeting.  He/she will act as point of contact for all league meetings and events.

Article 5          Eligibility

 

Section 1          The league may provide more than one (1) division of age and weight.

 

Section 2          The League will conduct two certifications one (1) the primary – two (2) the secondary with the age and weight being checked at both certifications.  Coach not from the organization, but of that weight class must be present to view.

 

Section 2A       A Primary certification will be conducted no sooner then three (3) weeks before the beginning of the season.  If the certification is not conducted by an outside entity, each team’s certification shall be witnessed by a minimum of 2 different organizations.

 

                        A player will be deemed certified when he/she has passed the certification check according to their division and has passed the birth certificate criteria:

 

1.      For players born within the Sate of Ohio, it is a certified certificate of Live Birth issued by the Ohio Department of Health, division of Vital Statistics, with the Official Seal, US passport, or other government I.D.   Copies will be accepted.

2.      For players born outside of the State of Ohio, it is a certificate of Live Birth issued by a government entity of said state similar to Ohio Department of health.  U.S. passport, VISA, or other government I.D. is acceptable.  The Advisory Committee will determine if said certificate is acceptable.

 

Section 2B       All players who do not pass the Primary certification according to their division must be re-certified at the Secondary certification.  The final certification (3rd certification) will be a cost of $50.00 per player.  The final certification will be conducted no later than the week of the first regular season game.  In order for a player to move up to the next weight division he/she must weigh a full pound over the weight limit.

 

Section 2C       Two official TYPED/PRINTED (in black or blue ink only) _____ Rosters must contain all players FIRST, AND LAST NAME in alphabetical order.  The name on the roster should read exactly the same as the first and last name on the birth certificate.  Exhibit A5-2C.  It is strictly prohibited to alter in any way, including but

                        not limited to whiting out, writing over and/or scratching out to change or correct a name.

If you need to make any corrections the roster must be completely re-done.  Any new players after the primary certification must be added to the bottom of that Divisions Roster.  Failure to have roster(s) completed correctly will result in a $25.00 fine per roster per team.

 

                        Any player that is not on the secondary MIDWEST roster cannot be added after the official MIDWEST stamp has been affixed.  All MIDWEST rosters must be stamped at certification.  Only players who are required to advance in division, with the approval by the Advisory Committee can be added after the official MIDWEST stamp has been affixed.

 

In order to ensure that a Team has enough players to be part of any Division – Each team must have at least sixteen (16) players cross the scale, make weight and pass the Birth Certificate criteria.  If this criteria is not met at the primary certification there will be a $200 fine assessed however you may still certify the remaining players at the secondary weight certification.

 

**For teams that are on probation they MUST HAVE 16 PLAYERS CROSS THE SCALE, MAKE WEIGHT AND PASS THE BIRTH CERTIFICATE CRITERIA FOR EACH DIVISION AT THE PRIMARY WEIGHT CHECK.  If this does not happen a Special Meeting must be called by the Advisory Committee to determine if that said team of said organization will remain part of MIDWEST.

 

Section 2D       Special Certifications conducted by a minimum of two (2) Advisory Committee Members are subject to a $50.00 special certification fee per player.  A special certification form (attached Exhibit A5-2D) must be submitted with a certified check or money order for $50.00 to the Advisory Committee for review. 

 

The special certification fee is NON REFUNDABLE and must be paid prior to the player being certified.  Special certifications will only be conducted for those players who are already listed on the primary roster.   Special weigh-ins are for players who missed the

first or second certifications due to extenuating circumstances.  If they attended the first or second certification, they cannot be granted a special weigh- in.  NO EXCEPTIONS.

Section 2E        At the Primary certification each member of the coaching staff, league representatives, and advisory committee and each participant must submit a completed MIDWEST Certification Card for certification.  The card for each member of the coaching staff

                        must be completely filled out; while the card for each participant must be completely filled out exactly as shown in attached Exhibit A5-2E with the exception of the signature.  Information on the Certification Card cannot be altered, written on/over, white out, and/or scratched out.

 

                        The MIDWEST Certification Card must contain a clear, visible, current, color photo of the participant in his/her primary game jersey.  No laminated, sealed or Polaroid photo will be accepted.  Any/all additional game jerseys must be noted by number and color under the photo.  The photo should only show the player’s head and upper torso (i.e. from the top of the head to the waist clearly displaying the number on the jersey).  The picture should be large enough to properly fit in the rectangular space designated on the MIDWEST Certification Card as well as be permanently glued vertically to the MIDWEST certification Card (no staples, tape, or paper clips will be accepted). - NO EXCEPTIONS.

 

                        Special Note:  The Coach’s MIDWEST Certification Card will allow that given person free entry to all MIDWEST league games at all sites – even if his/her team is not participating in a game at a given site.  If a coach does not have his/her card they will be required to pay and are not permitted to be on the sidelines.  Each team has a limit of five (5) coaches, and one(1)team mom/dad that may receive a MIDWEST certification card.

 

Section 2F        A player once having signed a current year MIDWEST Certification Card, must receive a written release from his/her team in order to play that year for another MIDWEST League team.  Any player found participating before a signed release is received from his/her original Head Coach and the MIDWEST Advisory Committee shall result in the forfeit of all games that the said player participated in by the team he/she illegally played for.

 

Section 2G       The Advisory Committee will conduct the weight and age check by the following procedures:

1.      The members of each team, led by the Head Coach and one Assistant Coach will form a single file line in the same order their names appear on the Official MIDWEST Team Roster. 

 

2.      No parents, relatives, team moms or any other coaches can accompany the team.  Any violation of this By-law a $25.00 fine will be assessed to each individual per organization.

 

3.      Two members of different organizations will check the Birth Certificate, Certification Card and Team Roster to verify that all of the information matches between the three items.

 

4.      If the information matches the league member will stamp the Certification card to allow the league members doing the weight certification knowledge of all three items have gone through the preliminary check.

 

5.      If the information is not correct on the Certification Card, a new Certification Card will need to be completed.  The Certification Card must read exactly the same as the participants first and last name on the Birth Certificate.

 

6.      If the information is not correct on the Team Roster as per Article 5, Section 2C, a new Team Roster will need to be completed.  At that time the team with the incorrect roster will be accessed a $25.00 fine.  The first and last name on the roster should also read exactly the same as the first and last name information as the Birth Certificate.

 

7.      At the time all information is corrected the Team Roster, Certification Card and Birth Certificate will need to be rechecked by two league members of different organizations prior to going further in the certification process.

 

8.      If a team is not ready at their assigned certification time then a $25.00 fine will be accessed, and they will forfeit their certification time and will have their team certified after all teams have been certified for that day.

 

9.      Each teams weight check will be witnessed by a minimum of two (2) different organizations.  No player will undress beyond their underwear in accordance to all Federal/Civil Laws.

10.  An individual appointed by the Advisory Committee will record each players weight on both copies of the Official Team Roster.

 

11.  Participants who meet all the eligibility requirements must sign the Certification Card at the time their weight is recorded.  The Certification Card will be stamped at that time by an appointed MIDWEST member with the specific seal of the division in which the player will participate.  All Certification Cards will be taken to be sealed by a MIDWEST Advisory Committee Member as protection against uncertified players participating contrary to these By-laws; and returned to the Head Coach of each respective team.  The player will be allowed to participate in that division only.  All MIDWEST certification cards will be scanned and a copy of the stamped MIDWEST rosters kept with the scanned certification cards.

 

12.   If an organization has two (2) or more teams in the same weight class, no player shall be allowed to switch from team to team or from A- Division to B- Division.

 

Section 2H       Each Coach must present his/her roster and certification cards no later than ½ hour prior to game start to the opposing team’s coach for the check-in.  Each coach will have his/her team in line and in alphabetical order according to the roster.  The home team will designate an area away from spectators for check-in.  No child will be eligible to play until the opposing coach has verified the Certification cards.

 

 

            Section 2I         Challenges

 

                                    The following procedures are for Challenges:

 

A.     If a player is challenged for eligibility, the player must immediately sign a MIDWEST Challenge Form (see Exhibit A-5 2F) in the presence of the opposing team’s Head Coach.  The Certification Card and Original Birth Certificate must be presented to the Commissioner or Vice Commissioner within 24 hours of a challenge who will bring it to the advisory committee acknowledging a challenge has been made.

B.     The challenging Coach must contact the Commissioner or Vice Commissioner within 24 hours after the game to present the challenge.

 

C.     Each challenge will be decided within four (4) days after its formal presentation.

 

D.     The Coach making the challenge must present a written statement of challenge to the Commissioner or Vice Commissioner.  The  Commissioner or Vice Commissioner will arrange a meeting between both Head Coaches involved and make an official ruling.  The MIDWEST League members will be informed of the decision in writing at the next scheduled meeting.

 

E.      A $50.00 per player fee will be assessed for each challenge brought before the Advisory Committee and League Representatives.  The fee will be returned if the challenge is won.

 

F.      If a player is found ineligible his/her team will forfeit all games won while he/she was on said Team Roster.

 

 

Special League Rules

 

Article 6          Rules

 

Section 1          All league members must complete the entire league scheduled games.  A member that does not comply is subject to loss of membership in the league upon majority vote of all league members at the end of the said season.

 

Section 2          All team Head Coaches or Representatives to the league must be responsible adults over the age of twenty (20).  All coaches, including assistants must have a NYSCA, or equivalent State of Ohio OHSAA certification card for the current year.  The official certification card must be presented for verification at the primary or secondary certification.  Any coach not presenting these criteria will not be able to coach any MIDWEST team.

Section 3          If any team should desire to make any type of league game schedule change, The Advisory Committee Member of the other team must be notified no later than seven (7) days prior to the scheduled game.

 

Section 4          Each organization should turn into the Secretary their charge structure and location for their Home games no later than July of the current season. The Advisory Committee Members will take this back to their own organizations so there will be no dispute at the gate for payment.

 

                        Any special tournaments, Championship Games, or other events held by the MIDWEST, the Executive Advisory Committee will make the determination of Admission Charges.

 

                        Cheerleading/Drill Competitions the admission charge will be decided by the Cheerleading board.

 

Article 7          Rules

 

Section 1          Game officials must be members of their local Football Officials Association or accepted by mutual agreement of all league members prior to the start of the first league game.

 

Section 1A       Three (3) officials are required for all league games; with the exception of the Flyweight division where only two (2) will be required or as stipulated in the Officials MIDWEST Contract/Agreement.

 

Section 1B       All game officials must have a pre-season meeting with all MIDWEST Head Coaches, or they will not be allowed to officiate any MIDWEST games, unless otherwise approved by the MIDWEST Advisory Committee.  The MIDWEST Advisory Committee must approve all officials.

 

Section 1C       All Game officials must provide Organization Representative with all scores before being paid and leaving the premises.

 

Section 1D       No cell phones are allowed to be used during the game by Game Officials or Coaches while on the field.

 

Section 2          Ohio High School Athletic Association rules will be used, except as stated below, and/ or in the official MIDWEST rule book:

A.     The lengths of quarters are defined for each division in Article 9 of the MIDWEST By-laws.

 

B.     One (1) Coach and two (2) players will not be required to remain within the 25 yard lines for both teams.

 

C.     One (1) Coach for each team will be permitted on the playing field during time outs.

 

D.     There will be no Coaches allowed on the field during an ongoing game with the exception of the one (1) coach from each team in the Flyweight and Welterweight Divisions.  Once the offensive team gets into position the coach must no longer talk to the players.

 

E.      The league prohibits the use of metal or metal tip cleats for all divisions.  Only a shoe with a ½ inch molded cleat or tennis/basketball shoes will be permitted.

 

F.      The position numbering of game jerseys will not adhere to OHSAA rules.

 

G.     Overtimes for all Divisions:

 

1.      First overtime, the ball will be placed on the 10-yard line using normal OHSAA rules.

2.      Second overtime, the ball will be placed on the 5-yard line.  Each team will get four (4) plays to score unless the ball is turned over.

3.      Any additional overtimes revert back to number 2.

4.      All scores will be followed by the extra point attempt.

 

Section 3          Each team will provide an official league ball, in good playing condition and other necessary equipment:  The home team will provide down markers, chains, and insure orderly conduct of the game.  The Home team shall provide three (3) ADULTS to operate the down markers and chains on the visitor’s side.

Section 3A       Official League Balls:

 

                        TDJ or equivalent – Welterweight and Middleweight

                        TDY or equivalent – Cruiserweight and Heavyweight

                        Wilson KS or equivalent - Flyweight

                        All other Wilson-All footballs for every weight will be permitted to only use a brown colored football.

 

Section 3B       If the visiting team does not want to use the ball provided by the home team, they may use any of the official league balls, if it is in good playing condition.  See 3A.

 

Section 3C       In case of 3B, the ball will be changed the first play from scrimmage.

 

Section 3D       The Head Official of the game will decide if the game balls are in good playing condition.

 

Section 4          At all league games the playing field must be equipped with restraining lines and restroom facilities.  These lines will be placed on both sides of the field approximately five (5) yards behind the out of bounds line.  Only team members and coaches are permitted within these lines.

                       

                        A failure to have restraining barriers in place or at least two (2) functional restroom facilities will result in a $75.00 fine per incident.  If violation occurs again, it will result in the forfeiture of all remaining home games for said organization.

 

Section 5          If public address system is used at games, a roster and spotter from each team, must be present in the press box.  The visiting team must be notified one (1) week in advance that an address system will be used.

 

Section 6          The starting time for all league games will be specified on a league schedule.  Any team that fails to produce a team later than twenty (20) minutes after the original starting time, said team will forfeit the game.  In the case of special circumstances, any member of the Advisory Committee will call a special meeting and the forfeit will be decided by a league representative vote.

 

Section 7          The Home team must record all scores and submit them to the Vice Commissioner by the Monday immediately following all games. Failure to comply will result in a $10.00 per day fine to be imposed until scores are reported to the Vice Commissioner.

Section  8         Scoring, Punting and kick-off’s shall be as follows:

 

1.      Six (6) points for a touchdown.

 

2.      Three (3) points for a field goal.

 

3.      Two (2) points for converting an extra point via the pass or kick.

 

4.      One (1) point for converting an extra point via the run.

 

5.      The Flyweight and Welterweight punts will both be walked off by the officials.  If it is within 35 yards, then they should be walked off half the distance between where the ball is marked and the goal line.

 

6.      The Middleweight, Cruiserweight, and Heavyweights can be punted and returnable. 

 

7.      Kick-offs begin at the 35-yard line.

 

8.      In case of a safety the ball will be spotted on the 20-yard line and an additional 35 yards walked off representing the free kick.

 

Section 8A       The league grand championship of each division will be decided by a play-off game.  This game will be held one (1) week after the regular season or sub-divisional play-off game.  On a field to be decided on by the league representatives.

 

 

 

Section 8B       There must be at least ten (12) teams to have a two- (2) division playoff schedule.  Any number less than ten (10) then the format will be the best overall record in the league.  1 vs. 4 and 2 vs. 3 and the winners will play for the championship.  Formats for a tie will follow as said in section 8D.

 

Section 8C      If there are 12 teams there will be a divisional play-off between the First (1st) place and Second (2nd) place teams, regardless of their record, to determine divisional champion.  The teams with the best divisional record will be selected.  This will be for all divisions.  All forfeiture will count against said team’s divisional record.  Refer to Section 8D for Tiebreakers.

Section 8D      The guidelines for Divisional Tie-Breaker are as follows:

 

1.      Best overall winning record of all games played.

2.      The victor of game(s) between team(s) tied.

3.      The team that was not in the play-off in the previous season.

4.      The total points scored by each team in a head-to head competition.

 

Section 9          There will be a team trophy for the division champion and runner-up in all divisions.  For the Championship Games Individual awards will be given to all participants.

 

Article 8          Division         

 

            Section 1          An X player is defined as a player, who is eligible in age,

                                    But exceeds the weight maximum.

 

            Section 2          Adding and Revising

                                    The following items must be completed when adding or revising a

                                    Division:

                                    Age:  Cannot turn ___ years old before ____ of the current year.

 

Section 3          Division Name: Featherweight

                        Maximum Ball Advancement Weight: 75pounds

                        Age: Cannot turn 6 years old before July 1st of the current year.

                        Length of Quarters:  10 minutes (running clock) except the 4th   

                        Quarter, last two (2) minutes will be under regulation time and

                        Rules.

                                                           

                                    Division Name:  Flyweight

                                    Maximum Ball Advancement Weight:  85 pounds

                                    Age:  Cannot turn 8 years old before July 1st of the current year.

                                    Length of Quarters:  10 minutes (running clock) except the 4th

                                    Quarter, last two (2) minutes will be under regulation time and

                                    Rules.

 

Section 4          Division Name:  Welterweights

                                    Maximum Ball Advancement Weight:  105 pounds

                                    Age:  Cannot turn 10 years old before July 1st of the current year.

                                    Length of Quarters:  8 minutes

Section 5          Division Name:  Middleweight

                                    Maximum Ball Advancement Weight:  125 pounds

Age:  Cannot turn 12 years old before October  1st of the current year.

                                    Length of Quarters:  8 minutes.

 

Section 6          Division Name:  Cruiserweights

                                    Maximum Ball Advancement Weight:  150 pounds

                                    Age:  Can turn 13 years old after January 1st of the current year,                                                cannot turn 14 years until after December 1st.

                                    Length of Quarters:  8 minutes

 

Section 7          Division Name:  Heavyweights

                                    Maximum Ball Advancement Weight:  180 pounds

Age:  Cannot turn 15 years old before July 1st of the current year and Cannot be beyond the ninth (9th) grade.

                                    Length of Quarters:  8 minutes

                                    Any female player may not be in the tenth (10th) grade or turn

                                    Sixteen (16) during the calendar year.

 

Article 9          Additional X player rules

 

            Section 1                     

1.      There is no limit to X players on the field at one time, but X

Players cannot play any skilled positions.

2.      X players must be in a 3pt or 4pt stance at the time of the

Snap.

           

            Section 2          Skilled positions are players who are eligible to advance the

                                    Ball on offense and defenders who can primarily cover any

                                    Offensive player going out for a pass.

1.      Offense:  Quarterback, Fullback, Running Back,

Half Back, Wingback, Wide Receiver, and

Tight End.

2.      Defense:  Defensive End, Linebackers, Defensive

Backs, or Corner Backs, and Safety.

 

Section 3          If a weight-restricted player (X player) recovers the ball, he cannot advance the ball.  The play is blown dead at the point of his/her recovery and that is where the ball will be placed.

 

Section 4          X players must have a designated X on their helmet.  The MIDWEST Advisory Committee will decide upon the position and type of X.

Section 5          All X players must check in with the referee prior to entering the game, or the team will be assessed a 15 yard penalty.
